Zoom Meeting, April 22, 2026

2. Agenda Item 1 – CPP Grievance Update
Overview:
o Nav Canada separately issued a letter to all unions who did not give up CPP changes in bargaining that they were going ahead and removing CPP2 from the Plan A pension plan calculation.
§ Calculation before the change – 7.5% × your pensionable earnings less required contributions to the C/QPP (including CPP2)
§ Calculation after the change – 7.5% × your pensionable earnings less required contributions to the C/QPP (excluding CPP2)
§ This will equal an increase in pension contributions equal to CPP2.
o Changes in calculation will take effect in the current year once you hit CPP contribution maximums.
o CANSA maintains that this is a violation of the Nav Canada Pension Plan (NCPP) and Government of Canada’s implementation of CPP changes.
o CANSA has a grievance filed at Level 2.
o We have finished all communications with Labour Relations.
o We have April 30, 2026, to submit the request for Arbitration.
§ After submitted, we move to arbitrator selection.
· Nav Canada Bargaining Agents Association (NCBAA)
o 3 of the unions negotiated the changes – ACFO/IBEW/PSAC.
o The rest have not – ATSAC/CFPA/CANSA/CATCA/PIPSC.
o NCBAA has filed a complaint on behalf of all.
o Each of the unions affected will deal with it on their own.
§ CANSA is the furthest along to date.
§ Zoltan and Unifor legal department are assisting us with this.
3. Agenda Item 2 – Sick Leave Grievance Update
· Overview:
o Nav Canada is denying use of sick leave for medical appointments despite Section 239 of the Canada Labour Code (CLC) allowing it stating that it is available under Article 27.06 Leave With Pay for Personal and Family-Related Responsibilities.
o Two separate grievances filed.
· Issue:
o Article 27.06 is limited to 5 days.
o Using the days for yourself takes days away that are traditionally used for family members.
o The CLC removed the wording to use Personal Days for treating illness or injury in 2021.
o Code allows for 10 days of paid sick leave.
§ Rest of 27 weeks allowed is leave without pay.
o We have sick leave banks
· Had level 2 discussions.
· Zoltan and Unifor legal department consulted on a path forward.
· Nav wants to discuss a solution.
· Waiting on a resolution from Nav.
· Question: Can we just take a sick day because we are unable to perform our duties because of illness or injury like the collective agreement says? Doesn’t matter if we go to the doctor or not.
o Answer: Correct. But people were honest with Nav for the reason and were denied. That is why the grievance was filed.
· When we know more, we will update you further.

o Will be a rough summer keeping the operation going.

· 2 ATOS trainees hit the floor.

· 3 ATOS trainees nearing the end of training.
· 1 ATOS leaving for EG ATOS.
