2. Agenda Item 1 – National UMC
· Jim went over what to expect from National Union-Management Consultation (UMC)
o Review of National UMC Agenda
o Any new topics will have to be brought up first thing, so management has time to gather the individuals needed to answer the questions
o Eric will compile a list of new topics to be introduced
· There will be some discussions on the intent of clauses changed in bargaining
o Review bargaining notes to prepare
o Finalizing wording of collective agreement for printing and wording needs to match intent
3. Agenda Item 2 – Financial Report
· Greg provided high level overview of 2024 expenses that will be sent to auditor
o Biggest expenses were Convention and Collective Bargaining
- Our finances regenerate between Convention/Bargaining to fund the next rounds of both
o For questions on finances, contact your Local RVP
· Discussion on how to invest our operating funds in light of market turmoil
o Greg to review GIC rates vs Savings Account rates
- Been using High Yield Savings account to protect from markets
· Finances are in order and in good shape
· LUEB unanimously accepts the financial report
4. Agenda Item 3 – Status of New Collective Agreement
· After bargaining Nav Canada makes the agreed upon changes to the master collective agreement
· They provide CANSA with a tracked changed version to confirm changes are correct or if changes need to be made
o Current version was passed back and forth several times
· Some discussions on intent
o How does a disagreement on intent play out?
o Jim – Ultimately if we disagree, we will have to grieve it and have a third-party rule on it.
- Remember that we went through conciliation and have someone that is impartial as witness to a good portion of the clauses.
o Discussion on grieving process and the shift in attitude of Nav Canda towards its employees
· Let Eric know the number of paper copies needed for each region
o Do we get copies for local Management since they are asking for one?
o Jim – Nav Canada should provide a copy to management but you can order them one. Cost is split 50-50 with the union for all printing. We typically get more copies than Nav Canada.
· Eric to provide Draft copy to RVP’s for their use only
5. Agenda Item 4 – EVP/RVP/Trustee Elections
· As per the Bylaws, election for the Executive Vice President, Region Vice Presidents and Trustees will take place in the fall of 2025
· Eric motions we hold elections for the Executive Vice President, the Region Vice Presidents and the Trustees as follow:
o Nominations – September 1, 2025, to September 12, 2025
o Elections – September 22, 2025, to October 3, 2025

· Eric with work with Ashley to get the notification out a minimum 90 days in advance as per the Bylaws
6. Agenda Item 5 – Work From Home Discussion
· Important to remember that this is a Nav Canda initiative.
o CANSA was advised of the initiative, not consulted
- Advised that it was going out in the NavNow the day before it was published
· Eric reviewed questions from the member he has received to date
o Will present to Nav Canada on behalf of the members
· Mark Cooper has been very open about this being his plan all along
7. Agenda Item 6 – Harassment and Violence Prevention Presentation
· Eric did a presentation on Harassment and Violence Prevention for the RVP’s
o This will help them deal with the changes to the Harassment and Violence Policies because of Bill C-65
