Staffing Process Clarification


After several grievances on the staffing process were filed by CANSA, I have been working with Nav Canada to clear up the process to ensure that CANSA members maintain the right to have the first opportunity at all staffing processes for CANSA positions to ensure the ability to explore career advancement.

 

Moving forward, for temporary vacancies or positions greater than six (6) months and less than twelve (12) months, Nav Canada may appoint a CANSA member in accordance with 39.06 or must post the position for a competitive process. Should the temporary position go unfilled after the posting process, Nav Canada may fill the temporary position or vacancy with a non-employee who was previously qualified in the role and unit, or similar unit.

 

For all temporary vacancies or positions of twelve (12) months but less than three (3) years, Nav Canada must post the position for a full hiring process outlined in Article 39 of the CANSA collective agreement.

 

In all cases, when running a hiring process, qualified CANSA members have priority over non-CANSA members. Further, as per 39.06 (e), a regular employee who accepts a temporary assignment shall be entitled to return to their former position at the end of the temporary assignment.
